The Bipartisan Policy Center hosted an educational briefing featuring Michael Chertoff, former Secretary of Homeland Security, and Stewart Baker, former Assistant Secretary for Policy at the Department of Homeland Security and General Counsel of the National Security Agency.
Secretary Chertoff and Mr. Baker described how the Cyber ShockWave scenario was developed and lead a discussion about the technical and policy questions it raised.
