This paper was prepared by a consultant to the Bipartisan Policy Center’s National Transportation Policy Project (NTPP). It was meant to inform the work of NTPP in the production of their report “Performance Driven: A New Vision for U.S. Transportation Policy,” which was released June 9, 2009.
