"New York officials are targeting other outdated funding formulas. About 75% of New York commuters are not single drivers, but that high percentage doesn't trigger more federal transportation dollars, because the formulas don't reward states for having efficient transportation networks. Many members of Congress cling to a system that sends more funding to states with more highway miles. Sherry Boehlert, a former upstate representative and a friend of Nadler's, calls this the 'Texas philosophy,' adding, 'That didn't make sense to Sherry and Jerry, two people who learned to read, write and think early in life.'"
