White House meeting keeps carbon caps alive in Senate

"Obama's decision to leave the specifics to the lawmakers has given Democrats greater freedom to negotiate within their own caucus and with their Republican colleagues, observers off the Hill say. Still, they caution that with little visible progress to date, the president cannot stay silent for much longer.

'At some point, more meat has got to be on the bone,' said Paul Bledsoe, a strategist at the National Commission on Energy Policy. 'Obviously, at some point, as happened on other bills like financial services, the administration will need to engage at a more detailed level.'"
